The baseline and related maritime limits are reviewed and approved by the interagency U.S. Baseline Committee. The primary purpose of this dataset is to provide a boundary 9 nautical miles from the U.S. baseline, for management of reef fish in the Gulf of Mexico Federal waters.&lt;/SPAN&gt;&lt;/P&gt;&lt;P&gt;&lt;SPAN&gt;The reef fish boundary is ambulatory and subject to revision based on accretion or erosion of the charted low water line. The reef fish boundary will be updated as soon as possible as the U.S. baseline is updated.&lt;/SPAN&gt;&lt;/P&gt;&lt;P&gt;&lt;SPAN&gt;Coordinates for the US/Mexico international boundary, on land, are managed by the International Boundary Commission. These boundaries are included with this dataset for continuity. &lt;/SPAN&gt;&lt;/P&gt;&lt;P&gt;&lt;SPAN&gt;Public Law 114-113(2016) Sec. 110. (a) None of the funds made available by this Act or any other appropriations Act may be used by the Secretary of Commerce for management activities pursuant to the Fishery Management Plan for the Reef Fish Resources of the Gulf of Mexico or any amendment to such Plan unless such management is conducted beyond the seaward boundary of a coastal State as set out under subsection (b).(b) Notwithstanding any other provision of law, for the purpose of carrying out activities pursuant to the Fishery Management Plan for the Reef Fish Resources of the Gulf of Mexico or any amendment to such Plan, the seaward boundary of a coastal State in the Gulf of Mexico is a line 9 nautical miles seaward from the baseline from which the territorial sea of the United States is measured.&lt;/SPAN&gt;&lt;/P&gt;&lt;/DIV&gt;&lt;/DIV&gt;&lt;/DIV&gt;</idAbs>

<stepDesc>NOAA National Ocean Service (NOS) Baseline Committee Representative provided updated U.S. baseline points and closing lines to GIS Coordinator in October 2017. Points and lines were projected to an equidistant projection and buffered out to 9 nautical miles. NOS uses Caris LOTS software to buffer the baseline to create the U.S. Territorial Sea boundary. They have created and compared unprojected data (WGS-84 datum) using Esri software and found it was sufficient. Therefore, a 9 nautical mile buffer was created using the baseline data as received (in WGS-84 datum) from NOS.</stepDesc>

<stepDesc>As a quality check, the same baseline points and closing lines were buffered to 12 nautical miles. The output was compared to the U.S. Territorial Sea boundary downloaded from MarineCadastre.gov (MMC). The currentness of the MMC data is 2013. Most data was within 2 meters difference, with some areas at most 10 meters different. These differences may be related to the difference between Caris LOTS and Esri software to create the boundary, as the baseline points supplied for this project were current.</stepDesc>
